The National Weather Service in gray has issued a coastal Flood Watch... which is in effect from Thursday morning through Thursday afternoon.
The predicted tide for Portland is 11.1 ft at 1104 am Thursday. The increasing southeast winds will create a 1 to 1.5 foot storm surge will will likely push the tide over portland's 12 foot flood level. Also, building ocean waves will likely cause some splashover and beach erosion.
